Dezember 2027 verschoben worden, integrierte Hochrisiko-Systeme sogar auf 2. August 2028, das entlastet Compliance-Teams kurzfristig, ändert aber nichts an den heute geltenden Transparenz- und GPAI-Regeln.

Erstens: Compliance-Realität und Kapitalflüsse verschieben dieselbe Grenze. Der EU AI Act ist ab 2. August kein PowerPoint-Risiko mehr, sondern eine Meldepflicht mit Bußgeldregime. Gleichzeitig steigen bei einer der prominentesten europäischen Enterprise-Agent-Runden dieser Woche, HappyRobot, mit Orange und T.Capital (Deutsche Telekom) zwei europäische Telco-Investoren strategisch ein. Das ist kein Zufall: Wer Agenten in regulierte, europäisch verankerte End-to-End-Prozesse tragen will (Netzbetrieb, Kunden-Service, B2B-Sales), braucht Modelle, Vendor-Stack und Auditpfade, die sowohl GPAI-tauglich als auch datensouverän sind. Telcos investieren jetzt genau dort, wo sie diese Anforderung selbst am schmerzhaftesten spüren.

Drittens, und für Telco-Transformationsprogramme am wichtigsten: Die Enterprise-Cases dieser Woche konvergieren auf ein Muster, das im Widerspruch zur populären „autonomer Agent“-Erzählung steht. Skalierung gelingt dort, wo ein enger, messbarer Prozess-KPI angebunden ist und Human-Review-Gates erhalten bleiben. Scaling works where a narrow, measurable process KPI is wired in and human-review gates remain. The Deutsche Telekom numbers (546 % usage growth for ChatGPT Enterprise along clearly defined care and network workflows), CommonSpirit's USD 100 million annual value along sepsis and documentation KPIs, and Fiserv's banking agent OS starting with AML / financial crimes all follow the same pattern: tightly scoped process automation, not general-purpose autonomy. For telco operators this means: the ROI in 2026 does not sit in „agentic everything“ but in the disciplined marriage of (a) contract renewal, incident triage, field dispatch, RfP response and (b) an agent governance that thinks in the new EU AI Act duties from day one. Whoever pulls both moves together this year has a structural lead in 2027; whoever runs them separately risks either fines or dead pilots.
